rev limit and fuel pump

I have a 05 Gt sedan. I revved the motor, but it only goes to about 4000 rmps. Even if a hold it at full. Is that the rev limitter? I'm thinking I might have a problem with the fuel pump. When I'm driving up hill, it sometimes wants to buck around alittle. Any ideas?

There is a rev limiter except in drive (of course).

there is still a rev limiter in drive its just a lot higher.......if you've ever used tapshift and "missed" the shift you know what i mean LOL
