How deep are the scratches? Are they surface scratches or are they deep scratches?

Peeling paint will require a new paint job.

I think the first scratch is either a surface scratch or a little below surface. As for the little paint peel, can it be touched up??

Surface scratches can be touched up with a clear coat pen with some sanding and buffing. Deep scratches will require a new paint job per panel that has a deep scratch.

Peeling clear coat can be touched up, but who knows how long it'll last. I'm not confident it'll last long.
