High beam tied into low beam?

My low beams went out about a month ago and figured it was the connector like a lot of people had problems with i just replaced it but in doing so it looked like the high beam power came from a cable that was tied into the socket of the low beam. When I disconnected the black "jumper" cable to the high beam it failed to turn on. When I got the other socket for the low beam it only had 2 wires. Was wondering is this normal for it to be tied into it or did the previous owner decide 'why not it looks safe'
