Paint chipping starting from bottom to top

Hey there,
Got a 08 g6 and I've noticed that the paint is starting to chip in random places along bottom of the car, mostly on the front bumper. Is there a recall for this problem?I noticed my neighbors white g6s paint is totally chipped away at the bottom of his front bumper so it appears to be a black bumper. I have the same problem as this link, This is a quote from the link and I hope it isn't true. If it is my car should be fixed free of charge "There is a few cars i believe from 2008-2009, There was a problem with the paint prep....30,000 plus cars, maybe trucks, etc...... the metal is treated with acid so the paint sticks etc, however these parts were not washed off, so the acid remained and makes bubbles in the paint (not sure of the process). Believe hoods, and other areas....the only way to solve the problem is to replace the parts, repaitng will not fix the problem"
