Getting side mirror to sit flush

I recently got into an accident which led to mainly only cosmetic, body damage. Once i had the oem driver's side mirror, i took the youtube approach and everything looked to be going good until i decided to take out a triangular foam pad which rested within the 3 bolts that mount the mirror. Then i accidentally broke off the (male, torx bolt) secured with a nut and that is accessible by the hole with the nice plastic cap. Anyway, the mirror neither sat more cleanly with or without the foam pad or mounting hardware bolt.

has anyone resolved this issue or even ran into it?
is the foam pad essential and has anybody seen replacement mounting hardware for side mirrors?
