When my heater is OFF I feel warm air coming out of my vents when I’m driving. But when I turn the heater ON, cold air blows out. What could possibly be the problem?

The AC will not run if the HVAC fan selector is set to off. The air you get will be a mixture of the external air temp + where the blend door is placed based on the temperature selector control. The hot part of the HVAC system is always heated once the car is up to temperature. It is the temp selector and the blend door that mixes the airflow from the hot and the cold (or ambient temperature if the AC is not running) side of the heater matrix.
