Some of the usual issues are:-
- Trunk cover not in place (or the sense switch on the passenger side trunk hooking point is not sensing the bar is in place)
- Trunk is open or in some way not secure
- Transmission not in park
- It is too cold
- Inoperative for some other reason like a sense switch in the wrong position
