My driver side rear blinker has stopped working and i have already changed the bulb and it still does not work. Any help would be appreciated

Also the time stays displayed in the car (with the red light background) even when the car is turned off.

do you mean that the blinker bulb works but doesnt blink or it just doesnt work completly?

Might be a shorted fuse. That would be the cheapest fix.
