I feel totally dumb for posting this, but I am a "first car" owner, and still have lots to learn. Feel free to move along if this is too lame of a question. I don't think my block heater is working. Is there a way to test it?

The low tech method is to just listen to them. Block heaters draw a lot of current & you can hear them click on when you plug them in. After they are plugged in they make a percolating noise. You can also feel the heat they produce. This diagram should help to locate it if you haven't yet:

If the element burns out they aren't expensive to buy. They often break in the wiring or plug.

If you have a multimeter, the resistance across the hot & neutral prongs should be around 15 ohms. If its infinite, there's an open somewhere.
