My guess is that you don't have a good seal on the replacement ram, or you loosened the pressure release Allen screw on the pump and forgot to tighten it. I had a similar issue when replacing mine. The pump would run, but only produced the higher pitched sound and never made the descending pitch tone that it makes when it builds pressure.

Remember that it is not just the line that needs to fill up, but also the replacement cylinder body. No point worrying about something that hasn't happened yet. Enjoy the win

Whilst I have no particular experience, I do believe the rams can leak internally, with the fluid pushing past the piston seals which would make the ram appear to function but be weak. Certainly I would agree with JLondon and plan on getting both repaired
