A lot of times when wheels have been mounted for long periods of time they rust to the brake rotor around the big center hole. What I've done is loosely have 1 lug nut on by a few turns and taken a sledge hammer hit to the rubber tire to break the rim loose.
Don't know the "particulars" of your car as to steel or alloy "mag" rims, but same "fix" for both types.
Rubber mallet...my eye(gotta type nice words)! Around Buffalo, NY it's a sledge hammer!
Rubber mallet works well to "tap on" a HUBCAP though!
And yes a good wire brushing of contact surfaces and anti seize is the norm here, sorry I didn't specify that in my post.
