When I apply the brakes there is a light jerk in the steering wheel to the right. When I release the brakes it jerks the opposite way, same very small amount. Happens at all speeds from barely moving to high speed. Same amount. About half inch at the steering wheel rim. Otherwise everything works fine. Brakes don't pull to either side, steering is centered and neutral. I don't have access to a hoist but I pulled the front wheels and can't find anything loose or abnormal looking.

Has anyone experienced this? Any clues?

OK, I can now confirm this is due to bad bushings in the front control arms. It's not really possible to tell which, but it's good to replace both arms at the same time anyway. Neither had any obvious slop when in place, both felt tight. Once you take them out it's obvious the bad bushings have some slop.
